At his day job, Lyndon J. Barrois Sr. uses high-tech software to create visual effects for movies like “Happy Feet” and “The Matrix: Revolutions.” But in his free time, he prefers working with a decidedly less sophisticated medium: discarded gum wrappers. BISMARCK, N.D. (AP) — North Dakota is set to take the federal government to trial Thursday for the costs of responding to the Dakota Access Pipeline protests, the culmination of an unusual and drawn-out court fight. The state filed the lawsuit in 2019, seeking $38 million from the federal government for policing the protests. In an interview, North Dakota Attorney General Drew Wrigley said the trial will show examples of numerous requests to the federal government for help and the “complete refusal” to offer resources and financial support in response. North Dakota relied on compacts to bring in law enforcement officers from around the region and the country for help, he said. The document laid out options of denying the easement and removing or abandoning the line's river segment, granting the easement with no changes or with additional safety measures, or rerouting the pipeline north of Bismarck.

The trove of investigation documents released Thursday includes a timeline of images from Mohamed Barakat’s apartment and surveillance cameras that map his movements before the July 14 shooting as officers investigated a routine traffic crash. Barakat shot and killed one Fargo police officer and wounded two other officers and a bystander before a fourth officer killed him in an exchange of gunfire. Images taken from video on the night before the shooting show a tactical vest on Barakat's apartment floor, Barakat checking his door while holding a gun and a cellphone, and later assembling a short-barreled shotgun. Much of his subsequent movements involved driving around Fargo, returning several times to his garage and at least twice to his apartment. A fourth officer, Zach Robinson, fired back with a 9 mm handgun, shooting the clip of Barakat's rifle and effectively disabling it.

China just posted a quarterly foreign investment deficit for the first time. Officials have released foreign direct investment figures each quarter for the past 25 years – and it's the first time the gauge has turned negative, Reuters reported. The deficit suggests that western countries and companies are shunning China with Sino-US tensions steadily rising and new anti-spying laws spooking international investors. Analysts flagged that clampdown as one factor driving the decline in foreign direct investment. The foreign direct investment deficit is far from the only economic headache that Beijing faces.

New York CNN —Ketchup and pickles have been a natural combination on a hamburger and hot dogs for decades. Rolling out to grocery store shelves in early 2024, Heinz’s newest flavor of its famous ketchup is called “Pickle Ketchup,” which combines the “tangy and savory flavor” of pickles with the “unmistakable taste” of its ketchup. Heinz’s purple ketchup experiment in 2000 has its own entry in the Museum of Failure. The pickle taste is also subtle enough to combine with others, making it an appealing flavor to experiment with. Through 2027, Kraft Heinz has a goal of bringing in an additional $2 billion in North American retail revenue from innovation.

For 11 months of the year, Tim LeBel is Mars Wrigley's president of sales. The National Retail Federation predicts consumers will spend $3.6 billion on Halloween candy this year, up from $3.1 billion last year, even as many shoppers pull back spending elsewhere. Unlike Hershey, family-owned Mars doesn't report its financial results, but disclosed nearly $45 billion in annual revenue in 2021. With the stakes so high for Halloween, Mars starts planning for the holiday two years in advance. "A lot of those things take two years to develop and execute to bring to market," LeBel told CNBC.

That last part feels wrong, probably, because at the movies, candy comes in a box. Movie theaters are not the only place to buy boxed candy — you can get boxes of chocolate or candy at some drug stores or online — but even then they’re called theater box candy, a label that undeniably links the package with the movies. A spokesperson for Mars Wrigley, maker of M&M’s and Skittles, made a similar point, noting that candy sold in “boxes in movie theaters is easier to pour and share, compared to traditional packaging, and boxes offer the ability to re-close.” That means less spilling in between seats. The principle is the same for movie theater candy. “Theater boxes take their name from being available in movie theaters or other retail establishments that might have shelving,” he said.

After a months-long public campaign that began shortly after Mayor Brandon Johnson (right) took office in May, advocates reached a deal with restaurant industry lobbyists to phase out the tipped-minimum wage over five years. "The closest pending victory is in Chicago," said Saru Jayaraman, founder and president of the advocacy group One Fair Wage. Three-fourths said they would reduce the number of tipped workers on their payroll, and nearly half said the cuts would be significant. The $9.48 an hour wage most workers got cost the restaurant $5,449.61, he said, a fraction of the $17,198 in tips workers earned. That's one reason why the restaurant industry engaged in a kind of bidding war against itself, to find a compromise solution that politicians like Alderman Carlos Ramirez Rosa, Johnson's floor manager in the City Council, would buy.

In a surprising twist, Chicago manager David Ross ended his press conference following the Cubs' 6-0 victory over the Rockies on Friday by proclaiming Stroman (10-8, 3.76 ERA) as his Saturday starter. Stroman went 9-4 with a 2.28 ERA through his first 16 starts, but he went 1-4 with a 9.00 ERA in his next seven starts before landing on the IL. In his past 34 games, Suzuki is batting .359 (46-for-128) with nine homers, 29 RBIs and a 1.112 OPS.
